KOBAN 2nd General Assembly 23–24 April 2025,

The KOBAN Project held its General Assembly meeting on 23–24 April 2025 in the Netherlands, hosted by the Dutch National Police (NPN). The two-day event brought together project partners, law enforcement experts, and community stakeholders for a dynamic exchange of ideas, field visits, and strategic planning sessions.

Day 1 – Utrecht Police Headquarters & Field Visit
The Assembly began at the Utrecht Police Headquarters (Kaap Hondenreef), where Work Package leaders presented progress updates on their respective areas of work. A key highlight was the inspirational keynote address by Chief of Police Yvonne Hondema, emphasizing the critical role of Community Policing in shaping the future of police services across Europe.

The day continued with an engaging bike tour through local neighborhoods, providing participants with firsthand insights into community policing in action. From youth centers and neighborhood gyms to shelters and child-friendly spaces, the tour showcased the collaborative spirit between the police and local residents. The tour concluded at Utrecht’s AI-powered police station—a pioneering example of how innovation can enhance public service.

Day 2 – Zaandijk Police Department & COA Centers
The second day began with a visit to the Zaandijk Zaans Police Department, where community officers shared their daily experiences and best practices in neighborhood engagement. The group then visited two COA (Central Agency for the Reception of Asylum Seekers) centers, witnessing the collaborative efforts of COA staff and police to create safe, inclusive environments for refugees.

Participants enjoyed a cultural interlude at the Zaans Museum Café, with scenic views of the historic Dutch windmills. The afternoon featured presentations from the remaining Work Package leaders, followed by a conclusive discussion outlining the project’s next steps and collective goals.

The General Assembly concluded on a high note—full of inspiration, shared purpose, and strengthened partnerships aimed at building safer, more resilient communities through innovation and cooperation.
